Protecting Russian dancing sports

Moscow, Russia, 15 of February 2012
There have been detected the raider seizure attempts aiming at the world biggest dance federation —

the DanceSport Federation of Russia (DSFR).

The persons, acting as a group, used their personal contacts among the administrative officials and public authorities, and committed unlawful acts to split the DSFR and create an affiliated “revolutionary union”.

In their actions, these people practiced deceit and intimidation by big names and authority of split-level officials. One of the most aggressive advocates of the national dancing sports system overturn became the All-Russian social organization

“The Committee on National and Nonolympic Sports of Russia” (KNNVS),

represented by the co-chairman Gennady Alyoshin.

Attention should by drawn to the fact that the KNNVS is a public organization and it has the same membership status in the Russian Olympic Committee, as the DSFR.

The events chronology:

On December 23, 2011, the Ministry of sports and tourism of the Russian Federation suspended the state accreditation of the DSFR for 90 days.
This event took place with the assistance of several government officials and interest groups. The reason for the suspension turned out to be a number of shortcomings in the work of the Federation, which can be rather called occasions than serious violations;

on January 18, 2012, this group of persons organized "action team" to create "new" dance organization in Russia;
on January 19, 2012, the president of the World Dance Sport Federation Carlos Freitag came to Moscow to meet with the representatives of the “action team” and several government officials.

The leaders of the DSFR learned about this visit after the fact;

on January 22, 2012, the membership of the DSFR president in the WDSF Presidium was suspended;
on February 3, 2012, in flagrant violation of the law, the founding conference of the "new" dance organization was held.

Under pressure from some government officials the representatives of the dance sport community being the members of the DSFR have been driven to this conference.

That same day, February, 3, 2012, a social movement "The Committee on the Protection of Dance Sport in Russia" (the Committee) was founded.

The Committee is an association of professional dance sport specialists,experts and sports lawyers, sports and crisis managers, representatives of the leading Russian political movements and power structures.

The grounds for the Committee to be created were the facts of law violations committed towards the DSFR and also the discrimination of its members.

There were established the objectives of the Committee on the Protection of Dance Sport in Russia: stabilization of the situation in dance sport in Russia, preventing attempts to split the DSFR; suppression of unlawful acts of officials and some social organizations leaders, that are committed against the DSFR Presidium and members.

Freitag in Moscow

Dear Sirs,

Following my visit to Moscow on January 19, 2012, I wanted to confirm that, as I indicated during my visit, the World DanceSport Federation (WDSF) Presidium Meeting took place last weekend. One of the important points of the agenda was, of course, the current situation in Russia, which we discussed at length during my recent visit. All present persons at the Presidium Meeting in Barcelona on January 21 have now been informed about the suspension of the State accreditation of the DanceSport Federation of Russia (DSFR) for a period of 90 days and that this decision was taken unanimously by all the above mentioned entities on the basis of a number of sporting violations and ethical misconduct on the part of DSFR. You also explained to me that efforts had been made to contact the President of the DSRF, Mr. Dorokhov, but that he had not made himself available for a dialogue with you. I can also confirm that, in light of the serious allegations against DSFR and the apparent lack of co-operation on the part of Mr. Dorokhov in addressing them, the WDSF Presidium decided the following at its meeting referred to above: “Under Article 14.1 (d) of the WDSF Statutes, the Presidium resolves that Mr. Dorokhov privileges as a WDSF Presidium member be suspended until further decisions of the Presidium. This motion was carried.” The WDSF Presidium has taken note of your proposal to form, as early as 2 February 2012, a new federation for DanceSport in Russia, which would most probably be called “Union of DanceSport of Russia”. It is, of course, imperative that this new Federation should be formed and run in strict accordance with the rules, regulations and policies of the WDSF and the relevant principles enshrined in the Olympic Charter. Furthermore, in order to be admitted as a WDSF member, this new organization will have to demonstrate that it represents most of the Dancesport athletes in Russia. You will of course appreciate that, bearing in mind WDSF’s constitutional requirement to admit only one full member per country, an admission of the new federation would pre-require that DSFR is no longer a WDSF member. Any admission of the new federation and expulsion or revocation of the DSFR will of course have to beconducted in accordance with WDSF Statutes and the procedures provided for therein (including potentially a vote by the General Assembly of WDSF).

In order to minimise the risk and chances of success of a future internal or external legal challenge, this procedure will require a full review of the evolution of the situation in Russia. In particular, I would also like to draw your attention to the admission procedure set out at art. 5 of the WDSF Statutes. Once you have finalised the Statutes of this new federation, we should be very grateful if you would immediately send them to WDSF so that we can study them with a view to considering an eventual application of the new federation for membership of WDSF. Finally, the WDSF Presidium takes note that the Committee of National and Nonolympic Kind of Sports of Russia will provisionally assume responsibility for organising and conducting competitions in Russia (including all international competitions) in accordance with our existing sporting calendar.

WDSF looks forward to resolving the current issues with DanceSport in Russia as soon as possible. Whereas WDSF appreciates the support for, and dedication to, Dancesport which your various organisations have demonstrated, you will appreciate that WDSF looks forward to a normalisation of the situation which allows it to conduct its affairs as an independent international sports federation without unnecessary intervention by the political authorities.

I should be very grateful if you would confirm that you have received this letter and that you acknowledge its contents.

Finally, please do keep WDSF informed promptly of all developments concerning the proposed new federation.

The Committee on the Protection of Dance Sport in Russia considers it necessary to comment on this letter and inform the WDSF Presidium, and all affiliates of the WDSF on the current situation in Russia.
The DanceSport Federation of Russia has been the member of the World Dance Sport Federation for 20 years. In turn, the DSFR includes 67 regional organizations (there are 83 regions making up the Russian Federation in all), and that is the record figure among all members of the WDSF.

As part of the agreement the Ministry of sports and tourism of the Russian Federation really had some claims to the DSFR. The order of accreditation suspension is provided directly by the law, stating the order of removing of any shortages arising from any organization in the course of its operation. This may happen to any sports organization in the world.

However, disagreements with the Russian government shall not have an effect on the DSFR membership in the WDSF.
State accreditation is not obligatory for the federations being members of the WDSF, as well as its withdrawal or suspension cannot be considered the grounds for exclusion from the ranks of the WDSF. At entering the WDSF this form of cooperation with the state is considered merely as an additional positive factor. In case of the DSFR there is not a response, but only a temporary suspension of the accreditation on the scheduled date for the elimination of defects.

Please note: state accreditation is a voluntary right of public organizations, sports organizations - and the opportunity to participate in the development and implementation of a unified sports calendar. Thus, the DSFR could have not exercised this right 4 years ago, and that, in turn, would prevent arousal of doubts in the Federation viability and these days’ prospects of development.

The DSFR discrimination

The DSFR is now solving problems and constantly working to normalize the situation. In this regard the intervention of Mr Freitag is an unacceptable fact being defamatory for the WDSF, as an organization, and Mr. Freitag personally, as the president of the organization. The WDSF president's visit to Moscow can be regarded as the proof of the separate negotiations being conducted around the DSFR legal representative in the WDSF, the current member of the DSFR Pavel Dorokhov.

The dance sport community of Russia has got many questions for Carlos Freitag. For example, it is not clear what the motives are that led him to meeting with some representatives of the "action team" of the being-created organization upon arrival in Russia, but he did not meet with the leadership of the DSFR — and it is the WDSF member with 20 years of experience, do not forget that, please.
The impression is created that Mr. Freitag is somehow involved into the process of the creation of "new" affiliated organization, and, consequently, relates to an attempt to collapse the dance sport of Russia, which brings together tens of thousands of active athletes.
Moreover, the so-called discrimination against the DSFR is allowed: the WDSF Presidium excluded the legal representative of Russia Pavel Dorokhov from its ranks, and that prevents Russia from being represented in the WDSF and having an opportunity to give the point of view of the majority of the Russian dance community.
The leadership of the WDSF, patronizing and encouraging, to put it mildly, the incorrect methods, creates a dangerous precedent for the worldwide observance. In fact, the action against the DSFR constitutes interference with the internal affairs of the national organization. Thus, the governing bodies of the WDSF bring destruction to the world sports system.

Carlos Freitag's comments regarding the transfer of authority for the competitions organization to the KNNVS are also amazing, in fact the support for this transfer is expressed. The Committee draws the attention of the President of the WDSF, that, according to the law, only the DSFR could delegate such a right to the KNNVS what was not necessary then and is not necessary now, because the DSFR and its members are capable of holding tournaments at any level by their own, without the involvement of outside organizations.
Moreover, the Committee on the Protection of Dance Sport in Russia knows, that the WDSF sports director Marco Sietasa had participated in the raider seizure of the DSFR. Mr. Sietasa is directly advising the representatives of the "action team", which confirms that there exists the conspiracy against the DSFR among the WDSF leadership ranks.

The Committee states that the actions of Carlos Freitag and Marco Sietasa are not allowed. The DSFR is a current member of the WDSF, it is a well-structured organization with the great potential for development. It is impermissible that the personal motives of these gentlemen can influence the

DSFR work and the fate of tens of thousands of Russian athletes.

Freitag has violated the Charter

The WDSF Charter holds the head, which obliges the Federation to provide assistance and support to its members, including the DSFR. However, the contents of the letter of Mr. Freitag, unfortunately, suggests otherwise, in particular, the possibility of breaches of these obligations. In this paper, Carlos Freitag actively promotes the "new" dance organization and advice-like suggests an action sequences for the WDSF membership acquisition by this organization. In this regard, the DSFR and its members feel illegal discrimination in relation to themselves, as the ones already being the WDSF members.

The Committee encourages the international community to pay attention to the above facts of the illegal actions of the WDSF management. The Federation should be guided solely by the charter, otherwise every subsequent president of the WDSF, using his own influence and administrative resources, can help the management of the national federations bring their supporters and friends into the leadership.

In the near future, Carlos Freitag may leave the WDSF presidency, and the situation can change dramatically.
The Committee states: Russia does not intend to passively "sit" on the "swing" of the WDSF leaders’ favor! Russia is ready for a dialogue and creative legal work for the benefit of dance sport in the world.
Foundation of the Committee on the Protection of Dance Sport in Russia is a compulsory measure. In fact, the movement has assumed the duties of the WDSF and has now to forestall attempts to split the DSFR committed not only by individual government officials in Russia, but also by the leadership of the WDSF.

Given the fact that only one national dance organization can represent the country in the WDSF, so the Russian representative has already been the DSFR, and the Russian dance community is confident that this WDSF principle can not be trampled and grossly violated. The Committee emphasizes that the dance community in Russia has no doubt on this fact, and the DSFR goes on in a normal operation mode in 67 regions of Russia.

Based on the foregoing, it is necessary to clarify that the DSFR, as before, holds sporting events, guides the representatives of the Federation to international tournaments and Russia intends to participate in duets championships and world championships.
We consider it necessary to pay attention to the fact that the DSFR works hard to stabilize the situation in the dance sport, and elimination of defects that gave rise to the claims of one of the government bodies. The coalition of the “revolutionary union” is negligible with respect to the actual number of the Russian Dance Sport representatives being members of the DSFR.

The Committee encourages the international community to express its opinion on the described situation. The “experiment”, run on the DSFR, is not just dangerous, it provides the basis for similar scenarios being performed in other countries. The world community is not only able but obliged to strengthen controls and declare that the WDSF Presidium ought to execute the statutory goals,objectives and specific provisions, in order no assistance of the WDSF representatives within raiding campaings could repeat neither in Russia, nor in any other national federation.

Dear foreign colleagues, if your country has gained experience in the struggle with the similar illegal actions of government officials in league with the WDSF, please, immediately contact the Committee on the Protection of Dance Sport in Russia for mutual fruitful cooperation in combating lawlessness.

Divide et impera

The maxims divide et impera and divide ut regnes were utilized by the Roman ruler Caesar and the French emperor Napoleon.

There is the example of Gabinius parting the Jewish nation into five conventions, reported by Flavius Josephus in Book I, 169-170 of The Wars of the Jews (De bello Judaico)

Mr. Carlos Freitag, President of the WDSF is following suit his “predecessors” and would like to be named “in the hall of fame” using similar (guerilla) tactics!

Poor Russian Dancers. Please learn from History and don’t fall into the same pit.


Everyone knows about the pit.
The idea of the pit permeates our culture. When we’re unable to get out of a bad situation, we say we’re in a hole. When we give in to our most destructive impulses, we say we’ve hit rock bottom. And when everything in the entire world seems to be against us, when we’ve lost our homes, our friends, our money, everything familiar and comforting in our lives, we say we can’t see daylight.

That’s the pit.
The pit can encompass every aspect of your life: monetary, social, and personal. It robs you of everything you know. It is black and you cannot see your way out, and if you stay there long enough, you will go mad.

For those people who have never been in the pit, it’s akin to a story made up to frighten children, the monster that will eat you if you go in the woods. We’ve heard that other people have fallen into a pit, but we never quite believe that’s really what happened to them – and we certainly don’t believe that the same could happen to us, and will if we’re not careful.

For the people who have been in the pit, it is more than real. And for some strong, brave individuals, it becomes the force that powers their lives.

Not Being in the Pit
We tend to talk about success in any field as having height and depth. A person who has achieved success is flying high, has achieved great heights, keeps climbing higher and higher. A person who is struggling is in a hole, going through dark times, is lost in a maze.

Most people are neither in the pit or up in the clouds. They have their feet on the ground. They are “comfortable.” They are not going anywhere, but then they don’t need to go anywhere. They’re doing okay.

Many of these people live on the solid ground right next to the pit. One good landslide, an earthquake, a misstep, and into the pit they go.

The logical thing to do would be to get to higher ground. But they’ve always lived there. It’s always been fine. Sure, it would be nice to live a little further from the pit, but it’ll be okay. They’ll just be careful. They’ll watch out.

Some will live their entire lives this way. They will not achieve great heights, but neither will they fall.

Being in the Pit
For those who fall into the pit, by bad luck or an act of nature or their own folly, there are only two options.

You can stay in the pit, and go mad.

Or you can get out of the pit and run like hell.

The pit is demeaning. It will show you how little other people care. If you are fortunate enough to have friends with both the goodwill and the means to get you out of the pit, you may find yourself rescued without so much as a scratch. You will go back to living next to the pit and be careful not to fall in again.

If your friends cannot or will not help you, then you will begin to understand what being alone means. You have no one to talk to and no one to offer advice. If there are other people in the pit with you, like your family or your children, to ask for their help is to ask the blind to lead the blind. They don’t know the way out any better than you do. If you could find the right way to get out of the pit, you could help them. But until then, their helplessness compounds yours.

Your aloneness means the only person you can ask for help is yourself.

So you look at yourself because you have no choice. The pit is dark, and the only thing you can see is the inside of your own head.

Which in turn means you will find out what you are capable of. You will find out whether you are smart enough, determined enough, calculating enough to find a way out. You will discover whether you lack the strength or the will or the stubbornness to do so.

Many people who fall in the pit do not deserve to be there, and they know this. Sometimes they cannot get past this fact to find the assets they possess that would get them out. Sometimes they get so caught in their failures that they cannot find their strengths.

And some choose to see a strength that will get them out of the pit.

Getting Out of the Pit
I have never been in the pit. I’m one of the people on the edge of the pit, trying to summon the will to start climbing. The fact that I have only made a few shuffling steps in that direction worries me.

Especially because I can see the indomitable will of the people who have been in the pit.

People who have lost everything usually go through a period of depression and disbelief. When you’ve spent your whole life telling yourself you’re safe from the pit, it’s hard to believe that you’re in it.

Even if you were born in the pit, it’s difficult to believe. You can see everyone outside of the pit, wondering how on earth you were flung in there as an innocent child. No matter when you fall into the pit, it is impossible not to think I don’t deserve to be here.

Getting stuck on that thought is how people stay in the pit forever.

It’s the second thought, the one that follows the first, that gets them out again.

I don’t deserve to be here. And I am not staying.

Being in the pit does not mean you must stay in the pit. Being in the pit gives you a reason to get to the highest ground you can.


Where the Pit Is
The pit isn’t poverty. It isn’t physical ailment. It isn’t addiction or abuse or exile. It can take the form of any of these things, but it is not bound to any one shape. Sometimes the pit only exists in your own head. Sometimes the pit doesn’t look like a pit to everyone around you. Sometimes the pit doesn’t look like a pit to you, even though it does to everyone else.

And sometimes the pit is where you need to be so that you understand the importance of climbing.
